Unemployment Insurance Program (UI) CA - Employment Development Department
The Unemployment Insurance Program, commonly referred to as UI, provides workers, who lose their jobs through no fault of their own, with weekly unemployment insurance payments. The problem here is that, as the agreement reads, those who are in jeapordy of losing their spot at their current institution will be involuntarily transferred to an intitution with vacancies. If the employee does not report to BFE, they will be AWOL separated. Which means, if you don't go, you essentially quit and are not eligible to collect unemployment.
Your wrong, no one is being force transferred! You sound like the union putting bad info out. If you get laid off through the last best and final offer, because either you were not willing to self demoted or you were not awarded a bid. You CAN collect UI benefits. The previous post doesn't know what he's talking about. The bigger question what happenes to the furlough time on the books. Can you cash, can you burn...nobody has an answer.
When your laid off as far as it was years back, you could cash nothing out. Now that was for the PIEs because the lay off was different for them. Their blocks of time had maxed out and had not been extended. Now as far as a regular lay off, there is two groups that you would have to discuss it with, PERS and SPB possible a third DPA. Because it will effect future retiement benefits and such. People, this is the last time I am going to mention this, QUIT TALKING OR LISTENING TO THE UNION MORONS!! This is a job hassle that only you can take care of!! You should all know by now that the union is only self serving, they are the ones that have gotten you into this pile of fecal material,,,
I have checked with personal if you are laid off, you can cash out Holiday time, and Vacation time, If you are in the annual leave program you can cash out that as well. You can not cash out Sick time, Personal Development days. Personal did not have an answer regarding furlough time.
If I had to bet your screwed when it comes to Furlough time.
If you are rehired within 12 months your status would stay the same as far as pay rate retirement and benefits. If you are out for more then 12 consecutive months, you have to reattend the academy and start from scratch.
The State has still PICO (PIE) positions for CAL, CEN, COR, HDSP, KVSP, PBSP, SVSP, and the final date to submit your request if FEB 8. If you bid for those positions they will be awarded on BU6 seniority. but you are getting laid off by counties, F**ing doesn't make any sense. The lay-off should be by BU6 seniority. I also received a notice and i have almost 5 years into the Dept. I cant just pack everything and move within couple of weeks to one of those institutions.
I work at CIM and have almost 4 years in the dept. I understand that is not a lot of time. I own a home, I have children that are enrolled in school, sports etc. If these were full time spots I would make the sacrifice get a crash pad and do the 3 hour drive. BUT I am not willing to do this for a PICO job. I will be better off cashing out my time and collecting unemployment. This has left a bad taste in my mouth, and does not seem like reality...but it is! Pico's at CIM are barely getting 2 shifts a week! Our local chapter has not fought for us. And CCPOA in general has thrown this portion of the membership to the wolves.
I also work at CIM with a little over 4 years, and got my letter on Saturday. In my opinion, taking a pico spot at one of the institutions they're offering is not worth it. CCPOA isn't doing a damn thing about this issue. All this county BS is a bunch of crap!!!! Thanks a lot!!! Any word on cashing out furloughs??? I want my money!!!

I feel like i have been betrayed by CCPOA, they made some back door deal with the state and left us to fend for ourselves.
I can tell you that ccpoa threw you all under the bus and made sure the tires hit you when they suggested and made the arrangements for the transfers to be non-move reimbursed by the state. You see, we used to get pay for moving expenses even when it is voluntary transfer. The elimination of that for both voluntary and non-voluntary should have been the clue. You see, after Mikey and company getting caught red handed with the parolees dick in his mouth meant that they would be giving up the house. If they where treated as they should have been they would have been fired and been prosecuted for sexual misconduct with a ward of the state. However, the state knew they had the cards and we are the ones paying for it. Too bad everyone has to get hungry before the change is made,,,
None of this layoff process makes since. You could have 5 years in the dept and work at CIM, be laid off. But an officer with 1 year in the dept that works 10 minutes away at CRC keeps his job because he is in a different county. On top of that the first people to be laid off are offered out of county spots. But in later waves a more senior officer may not have that opportunity because the position has already been filled by a less senior officer and is now out of county so it would not be eligible for bumping.
If you refuse you to transfer via a force transfer prior to layoff, you can appeal the EDD decision of they deny you. If you can prove it is a hardship to move (i.e. taking a "part time" job 8 hours away when you own a home etc. in your current location) they have the authority to grant the unemployment.
If you got a lay off notice and are asking about payouts for Furlough time and Sick time ... I recommend you start calling in sick now! you get laid off in less than a month why are you not burning your time. THEY NEVER HAVE PAID FOR SICK TIME (ITS USE IT OR LOOSE IT). Furlough I do not know, they should be required to pay you out if you are laid off but that just my opinion.

Does anyone know what is the status of PICO officers at following institutions?
- CAL, CEN, COR, HDSP, KVSP, PBSP, SVSP? are they getting enough shifts?
How do pie's burn sick time can we call in sick
If you get laid off it will be at least two years before you would be rehired. Next wave is in August, more lay offs then. Those people have more seniority they get rehired first.
I bid on NKSP, does anyone know what the pens like?
NKSP is "camp snoopy" they prefer u leave your "level 3/4 "shit at the gate and, don't bother making any waves ....good luck brothers and sisters....
After a year you have to go to the academy again
Academy is hiring authority discretion... as for PBSP currently there are no PICOs prisons that were understaffed have not been affected by these position until they report on February 6 and rumor has it the PICOs will be moved to OTAP pretty soon if they are not rolled to full time. Pies are rumored to be rolling over to full time soon as well. PBSP still has a lot of OT my self had 14 OTs and another CO that left DVI in November (limited term) had 17 OTs last month.
trust me, they will know how bad they screwed up after this first round of lay offs, a 2nd round will never happen.
Can you believe our Fuck!ng Union did this to us. And have yet to put. One piece of written material out to affected members. I'm outta this union either by being laid off or going fair share. I refuse to bankroll these Co*K SUCKERS! Some people will say youneed to have the union in case you need a lawyer to fight the State. What I need is a lawyer to fight this piece of sh!t union. Everytime I turn around at work, some one is losing money, getting fired! The unions response is, it could have been a lot worse!!! Union has no money, no respect and soon won't be gouging me for 80 bucks!!
MJ is a piece of chit and he needs to go now all of his puppets at our institutions can follow. Its a shame how they have done us!
I'm a cop for dvi and I could not agree more with you guys. There was a time when the union was worth a damn. It is no longer. I would suggest to you all go fair share. Stop rewarding these lames by giving them your hard earned money.
As for the needing them if you need a lawyer. Let me just say this, I have been under investigation for false allegations from inmates many times in my career. And never once did I even tell the union. Because the only time you really need them is when you did something wrong.
If you are a straight shooter and don't do anything illegal, you really don't need the union.
Save your 80 bucks a month and go fair share. I did a long time ago.
So whats the deal here at CIM we are told pico is a pie same thing. Some say they are different. Ccpoa field rep says same personal ass sgt says different! Now im not only pissed off but confused also
I completely agree! Next open enrollment I'm gone!! Just need to switch my benefits over to state.
If we as a Whole decide to do what are Brethren did in Florida, i pray that we don't wait 6 years as they did, i hope we DON'T Have to Loose EVERYTHING! Before we decide a Change of the Guard is Necessary, and i am not sure if Teamsters could do a better job of protecting what we have....
CCPOA is on its way out! Other organizations are already looking at coming to our ranks and making a presentation. Lets just hope it is sooner then later. ANYTHING, and I mean ANYTHING will be better then CCPOA or should I say MJPOA!!
