AP — California prison officials have sent layoff notices to 545 employees, including 140 guards, as the inmate population declines to comply with a federal court order.
Corrections officials said Friday there are 14,000 fewer inmates than four months ago, when a new law began sending those convicted of lower-level offenses to county jails instead of state prisons.
Federal judges, in an order backed by the U.S. Supreme Court, gave the state two years to reduce its prison population by 33,000 inmates to improve medical care. The population peaked at 162,000 in 2006.
The layoffs will take effect Feb. 29, although some of those affected can transfer to other prisons that have vacancies.
Another round of layoffs is planned this fall. Officials could not say how many notices will go out then.

Does this mean I can call in sick every other day then? Or am I allowed to use up my furlough days that I still have in the book or will they will pay out for my furloughs?
I heard they won't pay you for unused furlough. Even though that sounds very illegal. But the union isn't helping anyone at this time, so maybe.
What officers and where?
Here is the biggest deal in this whole thing, if they lay you off then you do not get to keep an ID which means you do not get to carry a concealed weapon so all of the inmates and families you pissed off are free to do you in. There should be absolutely no lay offs. Only involuntary demotion to PIE. You get to keep your ID and will get to work some each month. And with all of the call ins and such everyone would get some each week. Even enough to keep your seniority up. What you all are just now starting to see, albeit too late maybe, is that ccpoa has done this to you. This is all ccpoa's fault and no one else. Picketing of ccpoa head quarters I think is something that needs to be done and then GET THEM THE HELL OUT OF OUR JOBS!! You hear nothing about SEIU as they did their members quite good. ccpoa is spending all our dues on law suits they caused and have nothing to defend us.
We as pies should just call it a month off to c how much ot will be for all. If every pies could just follow the same sheet of music, we could make a statement to show that our union is worthless for the beginning the biggest culprit. I should've just remain at full-time like some others and not demoted to pie; I feel so betrayed by this two-faced union we have. This union is so screwed and unorganized far more than any other place I have worked for. Oh well, I guess sh*t happens, good luck to all of my fellow workers! Some I will miss, and some I am relieved not to be part of anymore.
I work at DVI and have 4+ years in unit 6. I just got my layoff notice. I did what the union and state said would mitigate layoff and took a PIE position. I was verbally informed that I received one of the top spots out of 36 PIE bid positions. I almost made OTAP. So that leads me to believe that all of those 36 spots are now laid off plus another approx 15-20 PIEs that had less time than me, plus all the cops who did not participate in the bid that had less time than me. That seems like a lot. Now the union and state want me to transfer to take a PIE spot elsewhere that does not guarantee me any hours and/or that position won't also go away. That position going away seems highly plausible in that I and every other PIE at DVI were getting their hours. Screwed does not begin to say how I feel. Do I get my furlough time before I get laid off? Do I get first right of return before any CO is hired for my county? For how long? How many COs were laid off in my county?! (I am not really expecting answers, just venting.)
I would consider taking a POSITION in another county but I can't trust my union or the state on more promises with a PICO position hours away.
What you all need to read is the state rules on layoffs. SPB and the DPA websites should have them. This "by county" crap that ccpoa did is un-lawfull bull shit. The law suits will commence just after the first OT on ANY spot after anyone gets laid off. Get a labor attorney and sue!!! You all have to read and learn this stuff yourselves or your going to be screwed worse by ccpoa
I would suggest to any officer that is faced with the lay off. To just take the lay off. The reason I say that is because you can sit on unemployment benefits for 99 weeks.
But CDC will be calling you right back in about 3 or 4 months once the dust settles and they realise they F*cked up. And need more cops back.
Right now, there are so many scenarios that have not unravelled and taken place yet, no one has a damn clue as to whats gonna happen, or who is gonna end up laid off.
So I say if they want to lay you off, and give you free money for a few months, whatever! Vacation granted!
DVI COP
I was told that if you recieve a layoff letter and dont accept one of the seven prison to go and work a PICO position and decide to take the layoff instead, then you can not file and collect unemployment. Does anyone know if this is true or not.
I hope that is not true, but you must consider the fact you are stuck between CDCR and CCPOA. A genuinely bad spot if ever there was 1. As previously stated there are many things unraveling that will demand more cops, sooner than the piss poor planners have calculated. All who are effected please get informed on your situation. Know your rights because this department will gladly screw you and take great pleasure in the nasty deed.
You do not get 99 weeks of unemployment; you only get 26. Some people got up to 99 weeks with all the Federal extensions. The last extension runs out in March, for those who need the extension. We cannot use the extension unless we run out of regualar unemployment benefits, which we will not until around August. Trust me I know this from personal experience. So unless the goverment extends the extension thru August, 26 weeks is all you will get.
I am unsure how being offered a position with no guaranteed hours and no guarantee of going away can be considered a job. That is exactly what CDC is offering with the layoff notice. I am leaning towards taking the layoff at the moment. There is currently OT now with the pies getting all of their hours. What will it be like when they are all gone. Unless they shut down the transportation hub and they bumped us all out, I don't see anything but OT being rampant. I know there were at least 50-60 cops with less time than me at DVI so the cuts had to be fairly deep.
I just want to encourage all my jounor officers to hang in there. I have had 2 layoff notices in my short 10 year career and I always stuck in there and kept a positive attitude and took whatever was available. Believe it or not, just being in the department and having a couple years in the dept. Puts you in a good spot. The turnover rate in our department is huge and they will need people soon. Hang on, cut back at the house, try not to stress, spend more time with your loved ones, in 6 months things will be back to normal and we will all then we just wait for the "next time" things get rough.
